WHO WE ARE

PREAMBLE

The way of life for Hararis in Harar is at stake. Since the creation of the federal system in Ethiopia, the Harari State that was created by Ethiopian federal parliament based on Harar’s historical facts is under threat. Weak institutions, mismanagement, corruption and absence of justice has resulted in dissatisfaction of the citizens and they are seeking social justices and the rule of law.  In light of these circumstances it has become necessary to create a political movement that advocates for the interest of the Harari people in particular and other nationalities who live side by side within the Harari State.

Whereas the fact that the Harari people have been victims of ethnic subjugation, social, political and economic injustice over successive regimes;

Whereas the Hararis have lost control and ownership of their ancestral farming land as a result the Hararis subjugated to poverty and economic disparity;

Whereas the Harari people been denied of their basic human and democratic rights;

Whereas mismanagement, corruption and absence of justice has resulted in disenfranchisement of the population and weak institutions;

Whereas there is no effective and viable civil and political organization that works to defend the right of Hararis in and outside of Ethiopia; 

Whereas it is necessary to foster strong relationship between Harari regional state and Harari people;

Whereas there is disharmony between the ethnic populations of the Harari regional state, the alliance shall strive to promote dialogue in order to have a common understanding; 

Whereas recognizing that the effective mechanism of attaining these goals is to organize and establish a political advocacy group with a firm and progressive principles and efficient working capacity;

THEREFORE, be it resolved, we, representatives of the Alliance from Africa, Canada, USA, Europe, Australia and the Middle East assembled on June 14th, 2019 to organize and institutionalize The Harari Alliance for Justice and Equality whose principles and objectives are herein contained.

MISSION STATEMENTS

  1. Educating Hararis in the political process of Ethiopia in general and that of the Harari Regional State in particular.
  2. Encouraging the participation of Hararis in civic duties and facilitating the means of engaging Hararis to work with progressive organizations within Ethiopia and globally.
  3. Advocating for the interest of Harar and Harari people in Ethiopia and globally.
  4. Providing platform for civic engagements and discourse.
  5. Supporting and encouraging the development of grass root leaders – who can inspire and ignite changes.
  6. Promoting progressive ideas to effect and promote positive change in Harari society.
  7. Encouraging and supporting the participation of women and youth in the social and political affairs of Ethiopia and in particular the Harari people.
  8. Working and creating alliances with Non-Hararis, civic societies and institutions.

OBJECTIVES

A. IDENTIFYING PROBLEMS AND SEEKING REMEDIES IMPACTING HARARI PEOPLE

  1. To undertake in-depth research and analysis, to find solutions, on issues related to Harar/Hararis in Ethiopia and globally.
  2. To pursue innovative ideas and approaches to address Harari problems / Issues and concerns.
  3. To encourage conversation that is open, transparent, democratic, fearless, civil and free discourse and debate.
  4. To encourage Hararis to stay informed, to be actively engaged and supportive of the causes that matter to them.
  5. To help create a tradition of dialogue among Hararis and the general public in the Harari region, the Diaspora Harari communities and decision-makers from the Harari regional state as well as the Federal government.
  6. To take initiative to bring together Harari communities, civic, social and political organizations to work together, coordinate and collaborate for the betterment and advancement of all Hararis in and outside of Ethiopia.

B. CREATING ENVIRONMENT FOR DIALOGUE AMONG HARARIS

  1. To help create a conducive environment and encourage Hararis to engage in a civil discourse among themselves and with fellow Ethiopians.
  2. To challenge the dominant paradigm on Harar and Harari people and work to shape the national debate among the nations and nationalities of Ethiopia, by rejecting apathy and the status-quo.
  3. To provide a public forum to discuss political, socio-economic, cultural issues and concerns of the Harari people and it’s right to survive and flourish as a nation in a multi- ethnic Ethiopia.

C. LOBBYING GOVERNMENTS, INTERNATIONAL AND LOCAL CIVIC INSTITUTIONS

  1. To engage in various lobbying and outreach activities to articulate Harari interest/concerns and their willingness to foster a good relationship with our neighboring nationalities in particular and the Ethiopian people in general, and to move our ideas aggressively in the national policy debate.
  2. To advocate tolerance and diversity among Hararis in perspectives, ideological outlook, political orientations and democratic culture.

D. EMPOWERING AND SUPPORTING HARARIS

  1. To inform and empower individual Hararis to seek solutions to the current situation of the Harari people.
  2. To encourage Hararis to learn and tackle old problems and concerns in new ways, and to provoke a healthy and wide-ranging debate on the issues that concern Hararis.
  3. To inform the Harari people in Ethiopia as well as in the Diaspora about the government’s policies (local and federal) and its institutions that will impact their livelihood and the constitutional rights of Harari people.
  4. To critically assess and evaluate the improvement of the policies created and suggested by the Harari Regional State and the Federal Government and to contribute towards improving such policies to positively impact the lives of Hararis.

E. EFFECTIVELY UTILIZING ALL COMMUNICATION u0026amp; MEDIA OUTLETS

  1. To educate and challenge any negative media coverage of Hararis by responding with fact-based research and real history of the people.
  2. To conduct extensive communications and outreach efforts to rapidly respond to issues concerning Hararis.
  3. To utilize social media to propagate, communicate and broadcast Harari views / messages in all aspect of Harari and Ethiopian politics. 

F. ORGANIZING AND TRAINING HARARIS, IN PARTICULAR THE YOUTH AND THE WOMEN

  1. To engage and organize the youth and women worldwide in political activism to have a say in Harari politics relentlessly
  2. To help create a conducive environment and encourage the youth and women to engage in a civil discourse among themselves and with fellow Ethiopians.
  3. To foster, nurture, support and cultivate, and help the emergence of responsible, credible, capable and trustworthy leadership.
  4. To train the youth in political, social and economic development and creation of leadership at grass root levels
